What is of interest is that NATO's geographical area of operation has also been extended and it now includes the whole Balkan area with its outreach in the field of civil emergencies and as in other NATO activities, has been extended progressively including now territories of non-partner countries. While, the Alliance has developed new ways to intervene in these various scenarios still the response rely mostly on national assets. Lack of resources in Balkan courtiers needs new ways to approach the problem and must involve more and more the use of NATO assets. The roles of NATO engagement in civil emergencies are restricted to the assistance of member and partner countries in improving their national capabilities, provision of framework for co-ordinating national efforts and development of common shared capabilities.
