The development and application of a Balkan level alarm mechanism, independent of local authorities could result to an early
activation of the emergency system of the neighboring to disaster area
countries, accelerate the response time, early activation of the rescue personnel, and finally permit
the optimal interstate cooperation. Regional mitigation
plans must remain in control of national procedures in close cooperation and
obeying the Balkan Incident Management System. Enhanced Cooperation of civilian and military units will prevent mass
life and fortune losses.
